Improve the armour, not its modifier identities.
Armourer's Scrap raises the quality of an armour item. Quality improves the armour's relevant base defence values; it is not a reroll and does not replace the item's random modifiers. The source record also says the scrap has greater effect on lower-item-level, non-unique armour and caps ordinary quality at 20%.
Quality is usually an early preparation step.
Use scraps when the underlying armour is worth improving and before committing more expensive crafting resources. Because efficiency changes with item level and rarity, the number needed can depend on the exact item rather than only its current quality.
Quality does not repair an unsuitable base or guarantee useful modifiers. Check the armour's current quality, item level, rarity, and defensive purpose before assuming every scrap produces the same gain.
Common utility creates activity, not a fixed price.
Armourer's Scraps move regularly because many armour projects need quality. Their exchange value still belongs to a specific league and hour, while the permanent effect—improving armour quality—does not change with the market.
