A Path of Exile 1 Orb of Chance upgrades a normal item to a random rarity. You choose the normal base that receives the orb, but you do not choose the resulting rarity. The action is therefore more uncertain than a direct normal-to-magic or normal-to-rare upgrade.
The base is the only part you control.
Start with a normal base that is actually relevant to the intended outcome. The orb supplies the rarity gamble, not a guarantee that the result will be rare, unique, valuable, or useful. Each attempt should be judged against the value of another attempt and the availability of suitable bases.
The resulting rarity is random. Do not read the PoE2 description into this item: the Path of Exile 2 version explicitly either creates a unique item or destroys the base, while this source record describes a random-rarity upgrade.
A possible high outcome does not define the average attempt.
Demand can rise when players chase desirable outcomes on particular bases, while the orb's exchange value still changes with league supply and activity. Market context should describe the current cost of attempts without implying that any single use has a predictable return.
