A one-for-one modifier gamble.
The Path of Exile 2 Chaos Orb is not a complete reroll. It removes one random modifier from a rare item and then adds one new random modifier. Everything else on the item stays in place, so the result depends on both the modifier that disappears and the modifier that replaces it.
When one risky swap is worth considering.
It can make sense when a rare item has several modifiers worth keeping, at least one modifier you would happily lose, and enough potential upside to justify the gamble. You cannot choose the modifier that is removed or the one that is added.
A single use makes two random decisions. It can remove the best modifier on the item and add something irrelevant in its place. The PoE 1 version performs a full rare-item reroll, so crafting advice for that game does not describe this item.
Track the orb, not an assumed price.
Demand comes from players willing to risk an incremental change instead of replacing an item's full modifier set. Its exchange value still moves with league supply, crafting demand, and the currency used for comparison, so a current observation matters more than a remembered ratio.
